The Localization of Aid-Funded Procurement

With the support of the Joint SDG Fund, the OECD Development Co-operation Directorate (DCD) has commissioned a study on localization to determine whether donors could encourage greater procurement by and from local organizations and businesses in developing partner countries as a policy lever to advance their sustainable development and ownership, and, if so, how?

While the study was commissioned in the context of the review of the DAC Recommendation on Untying Official Development Assistance (ODA), its purpose is to recommend ways to assist donors in promoting local procurement more generally.

The study is based on the identification of barriers that may hamper the participation of local suppliers and recommended solutions on how to mitigate those barriers.

The study has been carried out by Peter Trepte, senior fellow in public procurement law at the University of Nottingham, under the guidance of the OECD’s Development Co-operation Directorate.
