The challenge of education in a context of extreme poverty


In an Argentina, where more than 40% of the population and more than 56% of children live under the poverty line, an increasing number of families face difficulties in accessing the most basic food and supplies. Faced with this challenging reality, there are public policies and people with a willingness to act, who are confident that support, care and education from early childhood can change the present and the future of these children.

An example of this dedication is the Multicolores Day Care Center, located in a very vulnerable area of the municipality of Godoy Cruz, in the province of Mendoza. The institution receives 250 boys and girls divided in two shifts, approximately 100 attend the kindergarten, 120 the educational support center, and 30 attend the dining room.

Daniela Torres, the Director of Protection and Restitution of Rights belonging to the Ministry of Social Development, Health and Sports of the government of Mendoza, who contributes directly to the activities (food, services and pedagogical support) of the institution, highlighted the work and dedication of the authorities and teachers of the Day Care Center. This early childhood space works by providing care and pedagogical support in situations of vulnerability, focused on involving the family with integration activities, workshops and activities which provide parents with tools which allow them to participate more actively in their upbringing.

Many of the children who attend the Day Care are living through difficult situations: their homes are precarious, many of their parents are very young and inexperienced, cannot access basic services and goods, are often out of the labor market, live in poverty or extreme poverty and in many cases go through situations of domestic violence and addictions that directly affect the growth, development and environment in which the children live.

Within this framework, the work of the day care center is essential for the survival and development of these 250 boys and girls, who find in this space a place of belonging, of company, affection, care and education, that allows them to have a better present and the possibility of a better future.

"Multicolores is an exemplary space, in which you can see all the work being done by directors, teachers, assistants and staff. It is a space where they work in the best interest of the children who come to the center, providing not only an educational, pedagogical, nutritional and social service, but also creative projects to involve the families, providing different tools to the parents and tutors of the children which create spaces where families come and find a place of support and trust, facilitating the accompaniment and monitoring of children," said Daniela Torres.

 

Focusing on the integral development of boys and girls

Early childhood is a phase of enormous developmental potential if it has an enabling environment, it is also a period during which children are particularly vulnerable. Ensuring that children have the proper environment requires comprehensive interventions that take into account the dimensions of protection, nutrition, health, inclusion, care and education, among others. Multicolores seeks to address all these dimensions and create a harmonious environment where children can fully develop.   

Lourdes Rubini, the director of Multicolores, works with great enthusiasm: "We help the children to express themselves, to develop their personality, we help them to create habits such as mealtimes, hand washing, personal hygiene routines and we hold special sessions with the parents to educate them as well. The parents are amazed and tell us how they incorporate what they have learned here into their behavior at home”.

"We try to make sure that during the time that the children are in the day care center, they trust their teachers, feel safe and evolve in their growth," emphasized Lourdes.

Vanesa Rojas, from the General Direction of Child Protection, accompanies Lourdes in the work of social and pedagogical assistance in the institution; they work as a team and provide support to the families, teachers and also to the specialized group of people who work in the kindergarten and are dedicated to detect, follow up and assist children who are victims of rights violations.

 

Ensuring the nourishment of children, a priority also in times of pandemic

Rojas mentioned that, prior to the pandemic, boys and girls had 3 meal a day: breakfast, lunch and afternoon snack, according to wether they attend the morning or afternoon shifts. When the COVID-19 pandemic begun the day care center closed and the government of the province ensured that children continue to have adequate nutrition and give them a monthly bag of varied foods, strategically suggested by a specialist, but which cannot include either dairy or meat so as not to cut the cold chain. The needs are so great that there are mothers who come to ask for help when they run out of diapers, and the province and the day care respond. 

Beyond guaranteeing their daily meals, the day care center continues to foster social relationships and education and care activities through virtual meetings. They feel that it is very important that this bond and the learning that has already been acquired is not lost. "A percentage of the boys and girls who went through the Multicolores Day Care will follow a good path, we try to show them other realities, we want to change their history", assures Vanesa Rojas.

"In the kindergarten we are planting long term seeds, in those four hours they live happily, and from those seeds I am sure that in the future good fruits will come out" expressed Lourdes, who is anxious to meet again with her children to recover the bond with them. 

 

The experience of the Multicolored Day Care Center, in the context of a Provincial Early Childhood Strategy

In the Multicolores day care, different activities are being developed as part of the Joint Program "Early Childhood and Integrated Care System". This Program is an initiative carried out by UNICEF, the Economic Commission for Latin America and the Caribbean (ECLAC), the United Nations Development Program (UNDP) and the International Labor Organization (ILO), with the coordination of the Resident Coordinator's Office (RCO). The program seeks to contribute to the strengthening of the comprehensive policy of care for the early childhood, with a gender approach, to promote in a strategic and innovative way the fulfillment of Agenda 2030.

Among the different activities carried out within the framework of this Program, there is support to provincial governments for the formulation of their own strategies oriented to early childhood, the collection of diagnostic information, the systematization of experiences, and the design and implementation of training plans for education and care service providers. Multicolores has participated, together with more than 300 other nurseries and centers, in the training actions developed in Mendoza. For this reason, both the caregivers and the kindergarten's management team have been able to learn, among other topics, about strategies to address the emotional impact of the current pandemic situation on children. These new skills will be of great help when they are able to return to work, and will undoubtedly have a positive impact on early childhood well-being.

El desafío de educar en contexto de extrema pobreza

En una Argentina donde más del 40 % de la población y más del 56% de los niños y niñas vive bajo la línea de pobreza, cada vez son más las familias que enfrentan dificultades para acceder a los alimentos e insumos más básicos. Ante esta difícil realidad, existen políticas públicas y personas con vocación de servicio y voluntad de acción, que confían en que el acompañamiento, el cuidado y la educación desde la primera infancia pueden cambiar presente y el destino de estas niñas y niños para que puedan aspirar a un mejor porvenir.

Un ejemplo de esta dedicación es el Jardín maternal Multicolores, ubicado en una zona muy vulnerable del municipio de Godoy Cruz, en la provincia de Mendoza. La institución recibe 250 chicos y chicas, en dos turnos, aproximadamente 100 asisten al jardín maternal, 120 al centro de apoyo educativo, y 30 concurren al comedor.

Daniela Torres, la Directora de Protección y Restitución de Derechos perteneciente al Ministerio de Desarrollo Social, Salud y Deporte del gobierno de Mendoza, que contribuye directamente con las actividades (alimentarias, de acompañamiento y de apoyo pedagógico) de la institución,  destacó la labor y entrega de las autoridades y docentes del Jardín. Este espacio de primera infancia trabaja siguiendo una lógica de cuidado y contención pedagógica en situaciones de vulnerabilidad, enfocada en involucrar a la familia con actividades de integración, con talleres e instancias de acercamiento entre madres y padres e hijos e hijas, que les permita contar con más herramientas para participar activamente de su crianza.

Muchos de los niños y niñas que concurren al jardín atraviesan situaciones socialmente delicadas en sus hogares: sus viviendas son absolutamente precarias, muchos de sus padres y madres son muy jóvenes e inexpertos, no pueden acceder a los servicios y bienes básicos, tienen inserciones precarias en el marcado laboral, viven en situación de pobreza o pobreza extrema y atravesados en muchos casos por  situaciones de violencia doméstica y adicciones que repercuten directamente en el crecimiento, desarrollo y ambiente en el cual habitan las niñas y niños.

En este marco, el trabajo del Jardín se volvió indispensable para la supervivencia y el desarrollo integral de  estos 250 chicos y chicas, que encuentran en este espacio un lugar de pertenencia, de acompañamiento, cariño, cuidado y educación que les permita contar con un mejor presente y la posibilidad de un mejor futuro.

“Multicolores, es un espacio ejemplar, en él se ve reflejado todo el trabajo que realizan en su labor diaria sus directoras, docentes, auxiliares y maestranzas. Es un espacio donde se trabaja velando por el interés superior de los niños y niñas que acuden al centro, brindando no solo un servició educativo, pedagógico, nutricional y social, sino que también se realizan proyectos creativos a fin de vincular y hacer partícipes a las familias, brindando diferentes herramientas a los padres y tutores de los niños y niñas, creando así la apertura de espacios de escucha donde las familias acuden y encuentran un lugar de contención y confianza, facilitando así  el acompañamiento y seguimiento de los niños y niñas”, aseguró Daniela Torres.

 

El jardín desde adentro: un trabajo centrado en el desarrollo integral de niñas y niños

La primera infancia es una fase de enorme potencial de desarrollo, si cuenta con un entorno favorecedor, como un período particularmente sensible a las vulnerabilidades. Asegurar que los niñas y niños cuenten con este entorno requiere de intervenciones integrales que tomen en cuenta las dimensiones de protección, alimentación, salud, inclusión, el cuidado y educación, entre otras.

El Jardín Multicolores busca abordar todas estas dimensiones y crear un ambiente armonioso donde las niñas y niños puedan desarrollarse plenamente.

Su directora, Lourdes Rubini, trabaja con mucha vocación y entusiasmo:

“Ayudamos a los niños y niñas a expresarse, a desarrollar su personalidad, los ayudamos a crear hábitos tales como el horario de la comida, el lavado de manos, rutinas de higiene personal y realizamos jornadas con los padres para educarlos a ellos también al respecto. Ellos mismos se asombran y nos cuentan como incorporan lo aprendido en el comportamiento hogareño.”

“Intentamos que en ese tiempo que los chicos están en el jardín, confíen en sus docentes, se sientan contenidos y evolucionen en su crecimiento”, enfatizaba Lourdes, quien además de su tiempo le pone el corazón a esta tarea diaria.

Vanesa Rojas de la Dirección General de Protección acompaña a Lourdes en la labor de asistencia social y pedagógica en la institución, trabajan en equipo y brindan apoyo a las familias, docentes y también al gabinete especializado que funciona en el jardín y que está dedicado a detectar, dar seguimiento y asistir a niñas y niños víctimas de vulneraciones de derechos.

 

Asegurar la alimentación de niñas y niños, una prioridad también en tiempos de pandemia

Rojas mencionó que, previo a la pandemia, los chicos y chicas tienen 3 horarios de comida: desayuno, almuerzo y merienda, acorde al turno al cual concurren. En tiempos de pandemia, con el jardín cerrado, el gobierno de la provincia se asegura de que los niños y las niñas sigan teniendo una nutrición adecuada y les entregan un bolsón mensual de alimentos variados, estratégicamente sugeridos por una especialista, pero que no puede incluir ni lácteos ni carnes para no cortar la cadena de frío. Las necesidades son tan grandes que hay madres que se acercan a pedirles ayuda cuando se quedan sin pañales, y la provincia y el jardín responden.  

Más allá de garantizar sus comidas diarias, el jardín sigue fomentando las relaciones sociales y las actividades de educación y cuidado a través de encuentros virtuales. Consideran que es muy importante que no se pierda este vínculo y los aprendizajes que ya fueron adquiridos.

“Un porcentaje de los niños y niñas que pasaron por el jardín Multicolores seguirán un buen camino, intentamos mostrarles otras realidades, queremos cambiarles la historia”, asegura Vanesa Rojas convencida de los resultados de un proyecto que necesita de recursos económicos, pero también de voluntades y esperanza.

“En el jardín estamos plantando semillas a largo plazo, en esas cuatro horas ellos/as viven felices, y de esas semillas estoy segura de que en el futuro saldrán buenos frutos” expresó Lourdes, quien se muestra ansiosa de que el control de la pandemia le permita nuevamente reunirse con sus niños y niñas para recuperar el vínculo con ellos y volver a sentir que en esas salitas crecen pequeñas almas que serán grandes promesas.  

 

La experiencia del Jardín Multicolores, en el contexto una Estrategia Provincial de Primera Infancia

En el Jardín Multicolores se vienen desarrollando diferentes actividades como parte del Programa Conjunto “Primera infancia y sistema integral de cuidados”. Este Programa es una iniciativa que llevan adelante UNICEF, la Comisión Económica para América Latina y el Caribe (CEPAL), el Programa de Naciones Unidas para el Desarrollo (PNUD) y la Organización Internacional del Trabajo (OIT), con la articulación de la Oficina del Coordinador Residente (OCR). A través de él, se busca contribuir al fortalecimiento de la política integral de cuidados para la primera infancia, con enfoque de género, para promover de manera estratégica e innovadora el cumplimiento de la Agenda 2030.

Entre las diferentes actividades que se llevan adelante en el marco de este Programa, se encuentra el acompañamiento a los gobiernos provinciales para la formulación de sus propias Estrategias orientadas a la primera infancia, el relevamiento de información diagnóstica, la sistematización de experiencias, y el diseño e implementación de planes de formación para efectores de servicios de educación y cuidado. El Jardín Multicolores ha participado, junto con otros más de 300 jardines y centros, en las acciones de capacitación desarrolladas en Mendoza. Por ese motivo, tanto las cuidadoras como el equipo directivo del jardín han podido conocer, entre otros temas, acerca de estrategias para abordar el impacto emocional de la situación actual de pandemia sobre los niños y las niñas. Esto será de gran ayuda para cuando puedan retomar su funcionamiento, y sin lugar a duda tendrá un impacto positivo sobre el bienestar de la primera infancia.
