Brief description

The Joint Programme (JP) will help the Government of Belarus to assess the efficiency of strategic planning and spending, identify budgeting gaps and better focus on long-term priority expenditures related to the national SDG targets. The implementation will result in improved transparency and public finance management through strengthened programming, result-based budgeting, the use of in-depth analysis of financial flows and strengthened linkages between processes of SDG cost planning, budget allocation, monitoring and evaluation at all levels of Government. A gender-responsive and SDG-aligned financing strategies will be built to mobilize public and private financing flows.

Approach

The project envisages a diagnostic assessment, as well as available fiscal resources, to be undertaken based on UNDP’s Development Finance Assessment (DFA). These include technical cooperation in: (a) advisory services to undertake the costing of SDG-related strategies addressing needs of vulnerable groups, (b) setting up of SDG performance-based budget tagging systems, (c) developing guidance for SDG program-based budgeting practices across ministries and administrative levels, (d) undertaking of SDG-related expenditure reviews and assessments; and (e) introduction of gender-sensitive budgeting methodology.
