Transforming the care economy in Türkiye: A path to inclusive and sustainable growth


Care is the invisible foundation of every society, sustaining families, communities, and economies from birth to old age. Yet, while it underpins social well-being, care work often goes unseen, undervalued, and disproportionately carried by women.

Through the UN Joint Programme on Transformative Growth of the Care Economy in Türkiye, the Government of Türkiye and the United Nations worked together to make care visible, valuable, and central to inclusive and sustainable growth.

The Joint Program developed Türkiye's care economy, promote inclusive growth, and accelerate progress towards the Sustainable Development Goals, with a particular emphasis on SDG 5 (Gender Equality) and SDG 8 (Decent Work and Economic Growth).   

Funded by the Joint Sustainable Development Goals (SDG) Fund, the programme was coordinated by the UN Resident Coordinator’s Office and led by the International Labour Organization (ILO) Office for Türkiye, in collaboration with UNDP Türkiye and with technical support from UN Women, UNICEF, and UNFPA. It supported the Ministry of Family and Social Services and national partners in developing inclusive, sustainable, and rights-based care policies — strengthening institutional capacities, promoting digital transformation, and fostering national dialogue in line with international labour standards and the Sustainable Development Goals (SDGs). 

Because investing in care means investing in people, equality, and sustainable economies for all.
